Description:Institutional Capacity has been identified as a barrier to the adoption of Water Sensitive Urban Design for Councils. Description:This report is the result of research and interviews with 32 NSW councils. It identifies the main drivers and barriers in relation to achieving sustainability in Local Government; the tools and approaches being used to measure progress towards sustainability; and a summary of evaluation frameworks and tools used in Australia and overseas. The identification of barriers and drivers can be used by council staff to provide a benchmark and justification for the focus of their work. The summary of evaluation approaches can be used by councils to help identify tools to meet their needs. The report will also be used by the USSA to help direct its support and development of resources for councils.
